This is the flag of the ward of Slangenbeek in Hengelo, Overijssel, from this website.
"Slangenbeek" = snakebrook, the serpentine on the flag evidently represents a snake. The symbology of the ball and the tower are unknown to me. The ward is in the northeastern part of Hengelo-city.
