I don't know what the comment is at this webpage, but I think I agree - it's about the flag of the commune of Długołęka in the county of Wroclaw, Lower Silesia.
Flagdescription: three horizontal stripes, very pale blue, bright blue, very dark yellow, proportioned 1:4:1. Flag adopted 27 February 2004.
Arms: (2 shade of) azure, dexter a plant of three branches issuing from a marshy base, sinister a tree issuing from a terrace, all argent; in base a lozenge or, an eagle sable, charged on its breast with a crescent or pointing upwards.
Old German name: Hundsfeld.
