Minsk Mazowiecki is a medium sized town located in south-east Poland,
around 38 km east of Warsaw, the capital, situated in Mazowieckie province
and near the international road between Warsaw - Terespol. The source of
the name is the Mienia - river, which flows south from Minsk. The source
of Minsk's coat of arms is the national emblem of Leliw city. It was confirmed
in 1936 by local board and ministry of foreign affairs. Info from the Mińsk

The flag is based on the "Leliwa" CoA of the Hlebowicz family,owners
of the part of the town at the end of XVI th Century. Polish CoA have their
own names,different from the family names of the families belonging to
that particular CoA, something like clans.
