I think this is a standard design for the flags of portuguese boy
scouts. I’ve seen something very similar in a parade in the Algarve,
of some local group.

I’m sure it is — from the top of my head, not only all Lisbon boy scout group flags I ever seen, but also in Moscavide (Loures) and Vizela. Note though that this applies only to the catholic scouts (Corpo Nacional de Escutas); I’m almost sure that the other sorts (Associação dos Escoteiros de Portugal, plus Girl Guides and soviet-style Young Pioneers) use quite different flags.
The portuguese catholic boy scout emblem consists on a golden fleur de lis on which is placed a Christ Knight’s cross, all above a golden scroll with the motto "Alerta!".
