I've just returned from Piatra Neamţ›. Recently it was the "Days of the
Town" festival ("Zilele Oraşului"), and I noticed a flag flying next to
the Romanian national flag on lamp-posts. Sadly I didn't get a photo,
and haven't been able to find it online anywhere - it was light blue
and white, possibly something like a blue stripe at the bottom, with
the rest white and some sort of coat of arms or emblem in the canton.
However, as I didn't find that, I did a little more nosing around and
found that the town has a different coat of arms from the one featured
on FOTW. There's a link to it on Wikipedia and it's
also featured on the "Zilele Oraşului" publicity:
