I guess the flag is canting, as "loď"="ship" in Czech (and
Russian?) — see also the flag of Lodenice,
Czech Republic.

In Russian it’s either "lodka
| лодка" or "karabl’
| карабль".

Yes, you are right. Lodeynoe Pole (capital of the county) = "field
of ancient ships". It was great shipyard in Peter I times.
