Notice that while the city name is Rostov-na-Danu,
the Region is called simply Rostov Region.

The law on a flag was accepted on October 10, 1996.
The flag of the Rostov area — represents a rectangular panel
from three isometric horizontal strips: top — dark blue, average —
yellow and bottom — scarlet colour. Such flag was developed still
ataman (cossack chieftain) Krasnov in 1918. Each colour
symbolized the following: dark blue — colour of
Don’s cossack,
yellow — Kalmyks, which were included
into structure of Area of Don Forces (Voisko Donskoe),
red — nonresident inhabitants. In 1996 the Krasnov flag was
complemented
by a white strip located vertically lengthways staff. On the size
it makes 1/5 parts of width of a panel. The ratio of width of a
flag to its length makes 2:3.

The simplest variants of standarts are imposing of the
arms on a national flag.
Except for Republics on this way send authorities of the Rostov
Oblast.

Most of these flags are squarish (about 11:12),
rigid and fringed variants of the region (Governors) or Republic (Presidents)
flags with the regional emblem over all.

Rostov-na-Donu 1811 coat of arms: per pale azure a tower
argent masoned sable with windows and gate of the same,
with a flag argent a saltire azure flying from the top,
and gules a demi-coat of mail over a bow and a lance and
arrow in saltire, all argent, and a downright sword argent
surmounted by a helmet or.
