A similar ermine, with a scarf ermine, can be found on the coat of arms
and flag of Vannes, in Brittany.
I cannot imagine any link, even very remote, between Vannes and
Verkhneuralsky District, therefore I suppose that the use of nearly the
same charge is a pure coincidence.
