Pohorelá is in Brezno district, Banska Bystrica region in Slovakia; CoA, seal and flagdescription at this website:
"Vlajka obce pozostáva z piatich pozdlžnych pruhov vo farbách cervenej (2/8). modrej (1/8), bielej (2/8), modrej (1/8), cervenej (2/8). Vlajka má pomer strán 2:3; a ukoncená je tromi cípmi, t.j. dvomi zástrihmi siahajúcimi do tretiny jej strany. Autorom návrhu vlajky obce a obecnej pecate je Ján Pompura - pracovník OÚ."
That is (translated within my limited means):
The flag has horizontal stripes red - blue - white - blue - white (proportions: 2:1:2:1:2); flagproportions 2:3 with three points (double
swallowtail) with the cut at 1/3 of the width of the flag. Author is Ján Pompura; authorized by the Heraldic Committee in March
1998."
