Diyarbakir province

I have seen the flag of the Diyarbakir province on Czech TV (interview of the province governor).
The flag is white with coat of arms in its center (very short spot - probably a white shield margined in black, with red-blue "castle" or "town" [?]) and with golden (? brown??) inscription DIYARBAKIR XXXXX (= obviously "Diyarbakir Province" in Turkish) below the shield. It seems probable that all Turkish provinces use the same kind of flags - but are they all white, or do they have different field colors?
