According to globalflag.idv.tw, Edward-Lee.com and vexilla-mundi.com, the city flag is white with the municipal logo on the hoist side and black lettering "花蓮" above "Hualien county" on the fly side, with a colorful stripped stripe at the bottom. The logo shows a stylized landscape in watercolor style with a large red flower and the word "Hualien" set in blue lower case bold italics (see large and explanation at Hualien county website.
The colorful stripped stripe at the bottom is an interesting touch: its approximate pattern of horizontal stripes is (with proportions):
