The town letterhead looks exactly like the flag. While not too readable in the photo I took, the flag reads "Bal Harbour, Florida's Paradise". There's a palm tree between the a and the r in "Harbour". The British spelling (vs U.S. "Harbor") means they can charge higher rents.

The pennant/burgee of the Bal Harbour Club, Bal Harbour, FL. To my knowledge they are not a yacht club, though they do have property on the bay side of our little island to which I am not privy and may have a marina there. However, the
attached flag does not seem to be at any web sites found in my cursory search.
The design is rather nice: the black triangles form a stylized "B" (note they should meet at a point) and the white next to red suggests (to me) the code flag for "H", giving "BH". I do not know if that last subtlety was on the designer's mind, however. If redrawn, the white star should be smaller and the red a tad darker. I clipped the star from another image.
