Spring Hill

The Tampa Bay suburb of Spring Hill, in Hernando County, uses a yellow field, with a red band surrounding it, a red cardinal in the middle in a field of four white flowers, and a tapered red banner above the cardinal reading "SPRING HILL", in white letters. A more recent variation contains a tapered yellow banner reading "SPRING HILL" in red letters above the cardinal.

Ybor City

This postcard was sold on E-bay in February 2005.  It appears to show a flag of Ybor City, a district of Tampa, diagonally quartered green, yellow, red and blue, with a central circular emblem incorporating the name and a cigar, and a narrow centered vertical white stripe.

Tampa has the oldest Cuban-American community in the US (19th century). Ybor City is the district where they've settled.
