Description of the Flag

Based on this site, the flag is dark blue with "LEWIS COUNTY, N.Y." above and "1805" below, both in white bold serif letters; the county outline filled in white with a light blue gold-edged disc on it, containing golden scales, and surrounded by 17 stars, placed as a pair of round brackets, "(" and ")" on both sides of the map, nine at the hoist side, eight at the fly.
