The flag is identified at
http://valleynewsonline.com/News/2001/0922/Front_Page/025.html and consists
of the county seal on a white field. I've found an image of the county seal,
which is pentagonal in shape

http://www.co.oswego.ny.us/clerk/history.html ]. Since the emblem on the
flag also looks like it might have a pentagonal outline I think the seal is a
likely candidate for being that emblem- but not definitely confirmed yet.
