The village of New Knoxville is in Auglaize county, Ohio. Judging by the photo on its home page (http://www.newknoxville.com/index.htm) it can't be more than 1000 people, and seems to claim the Neil Armstrong airport as its claim to fame.
The flag is a red-white-red horizontal tribar with a white triangle at the hoist bearing the village seal.
