From county website:

The Jackson County flag was produced as a result of a poster contest during County Government Week in 1997. It is the product of three students in Mrs. Joyce Wikoff's 9th grade class, Matthew Mills, Tina Butler, and Leslie Moss.

These students have made a great contribution to their county and we are very proud to display the flag.

The flag shows the courthouse with national, state and MIA/POW flag. The plane (C-141 ?) probably represents Altus AFB.
