This is the flag of Chesterfield County, Virginia, just south of the state capital, Richmond. Chesterfield's flag is white with the county seal in the center. An email I received from the county administrator's office describes the seal as
"a picture of a coal miner leaning on his pick under a pine tree with a flowing river at his feet."The date "1749" appears in the bottom of the seal, indicating the year that the county was established.
