I just came across a photograph on the Clarksburg, West Virginia, homepage that shows the city's flag in the background.
The flag appears to be a white St. Andrew's cross on a light blue field, with a red star within a centered white circle. Arched above the circle in white letters is the word "CLARKSBURG." Arched below the circle in white letters are the words "WEST VIRGINIA."
