Description of the flag

A white flag, bordered blue, with a large blue seal, consisting on an outer bluish violet ring stating CITY OF WELLSBURG in yellow, an inner medium blue disk with a large gold letter W intertwined with a brown ribbon with "A city to grow work and live" written on it, and overlain by "Wellsburg WV" in white script. Below is written in light blue SINCE 1791.
