According to Album des Pavillons 1990, there is no naval ensign in Vanuatu. Vanuatu only has a maritime police, with a plain white flag with the national flag in the canton as ensign. Encyclopaedia Universalis Yearbook, 1998, reports that Vanuatu has no army but a paramilitary force of circa 300 men.

The national flag is apparently "elongated" so that is fits into 1:2 canton.
I would suppose that this is accomplished by "extending" the stripes and leaving
the triangle just as in the national flag and not by "elongating" the triangle
too. However, such a subtle detail might not be prescribed at all.
